The impact of managerial innovation on improving the performance of public action
The case of a Ministerial Department

This research explores the impact of managerial innovation on the performance of public action, focusing on a public institution undergoing a digitalization of its processes. The main issue addressed is the effectiveness of managerial innovations in a public environment marked by bureaucracy and budgetary constraints. Based on an exploratory qualitative approach, interviews with key managers were conducted to explore the characterization of managerial innovation, the factors influencing its adoption, and the impact of these factors on public service performance. The results show that managerial innovation in the public sector is multifaceted, involving organizational, cultural, and behavioral changes. However, its implementation is often hindered by internal factors such as bureaucracy. The research highlights the need for a more agile and collaborative approach, while suggesting that the effectiveness of innovations depends on their proper implementation and alignment with organizational goals.
