Résumé

Cette étude a pour objectif de repérer les facteurs facilitant la mise en œuvre du management par la performance dans les établissements publics. Bien que les réformes de modernisation administrative se soient multipliées dans le secteur public actuel, peu d'études s'intéressent aux déterminants de l'appropriation réelle de ces démarches managériales, notamment dans le contexte marocain qui demeure peu présent dans la littérature internationale.

Cette recherche s'appuie sur une revue de littérature narrative avec huit cadres théoriques et sur une revue comparative de plusieurs modèles empiriques internationaux. A partir de là, nous proposons un modèle théorique intégré de neuf déterminants regroupés en quatre catégories : les capacités organisationnelles, le leadership et la gouvernance, les mécanismes d'incitation et les facteurs institutionnels. Ce modèle est inspiré des modèles des pays en voie de développement, fournit un cadre conceptuel opérationnel pour orienter les futures recherches empiriques et éclairer les pratiques managériales. La contribution théorique majeure est le développement d'un modèle parcimonieux, mesurable.
