Adapting the Performance Management Behavior Questionnaire for Assessing Hospital Performance in Crisis Contexts

Hospital performance in crisis situations represents a major challenge for healthcare organizations facing exceptional events such as natural disasters or health emergencies. While several tools assess performance in routine contexts, their relevance in crisis settings remains underexplored, particularly regarding managerial behaviors under pressure.
This study aims to analyze the determinants of hospital performance in crisis contexts and to identify empirically grounded items to adapt the Performance Management Behavior Questionnaire (PMBQ). A qualitative approach was adopted, based on five semi-structured interviews with hospital managers involved in crisis management. Data were analyzed through thematic coding aligned with PMBQ’s measurement scale dimensions.
Findings highlight that hospital performance in crisis situations relies on clear goal setting, close monitoring of specific indicators, daily operational management, inter-service coordination, as well as internal communication and team involvement.
This study contributes by identifying context-specific items that support the adaptation of the PMBQ’s measurement scale, providing an empirical basis for a more relevant and contextualized assessment of hospital performance management in crisis situations.
