Génération Z et administration publique à Madagascar

This study analyses the integration of Generation Z into the Malagasy public administration, examining managerial mutations induced by the arrival of these new generational cohorts within public organisations. Using a mixed (quantitative and qualitative) approach involving 289 participants — including 65 managers and 224 employees — in administrations in Fianarantsoa, the research draws on theoretical frameworks from organisational psychology and organisational behaviour to decode psycho-behavioural profiles, professional expectations and engagement practices of Generation Z. The findings reveal a significant generational gap between managerial practices inherited from a hierarchical culture and young employees' aspirations for greater autonomy, intrinsic recognition and flexibility. The study proposes an adaptive management model — termed Ethico-Collaborative Contextualised (ECC) — likely to reconcile institutional imperatives with contemporary generational dynamics.
